It is not a mod, snow covered cars have handling lines and other stuff, they just have locked doors (like many other cars used in GTA missions). You can have these cars in a vanilla game, just by using savegame editor/getting edited save. Also, many cheaters used to spawn these vehicles in Online and they were perfectly working (same case with the cargo jet). | |
