Hot take but I think this might actually be closer to the Reliant Fox, as it literally was just a pickup version of their usual platform they used for both 3 and 4 wheelers, yes it has four wheels but overall it's the closest thing to the Pigeon you can find, especially in the four wheel guise.

It's not a Daihatsu Midget. The Midget has a sloped front.

As it's named Pigeon, it's probably a Reliant Robin, which indeed looks a lot like it.
