lol it's true...
I bumped one goin 5 mph and it immediately whipped around the way only mcla cops can and I threw it in reverse, did a j-turn, and got outta there...
Also the same for MW05 cops when you pit manouver them

The different between the traffic cop and the playable one you get to drive, the wheel sizes are different, on the traffic on, as posted has larger wheels but a lower profile tire where as the playable seems to have the same wheel dimensions as the regular Impala SS.

For cop cars they may use, but as player tunable car I don't know if Crown vic is popular tuner in USA

It really depends. Usually, if someone tunes a Crown Vic here in the USA, it's usually a Police Interceptor package made into an awesome sleeper, or any various models turned into what some people call 'Donks'.

Basically, a raised suspension and ridiculously large wheels (24" or larger, typically as large as 30", sometimes 31"). The idea really baffles me as to the logic behind it.

I'll tell you, though, I've seen some really neat Crown Vic sleepers.

90's models with Fox body 5.0's, modern ones with awesome Ford Racing crate motors.

It really depends on the budget and creativity of the vehicle's owner as to how much power is under the hood.

News for you: Cop cars can now be playable through a new DLC cop car pack. This should be changed to playable, unlockable and downloadable vehicle.
