If Crusin' Blast functions like that then yes the upgraded cars should be allowed but based on how Donathan described them I said they aren't. Once you unlock each upgrade, the visual stuff is put onto your car. There are four upgrades: neon, decal, body kit, and engine upgrade. Similarly to #DRIVE, you are able to turn the visuals on and off. The visual upgrades are chosen by the game; there is only one body kit/neon set/engine upgrade/decal per car.
