I think the Expolorer based police interceptor will be the more successful as it will be a much stronger car (which the police need) than the Taurus. If I was buying I'd probably opt for the Charger. It's efficient, sporty looking (for a small Lexus), is the most affordable Lexus model (I think) and makes pretty good use of the Prius' powertrain to make a relatively fun hybrid.
