The vehicle gets "unlocked" and the player is free to drive it after that point. Cars that only appear in certain circumstances like this one, or mission-specific vehicles like the RC Baron or SWAT that don't respawn after they appear, shouldn't count in my book. | |

Or rather one that has a Veilside body kit equipped. In the United States, cars use model years (which is not the actual production year), and usually they go on sale during the previous year. Random example: 1968 Pontiac GTO in a 1967 movie: imcdb.org/vehicle_1780466-Pontiac-GTO-24237-1968.html So the Mesa and the Stretch could exist during the events of GTA Vice City.
