You're right!, It's unlockable. I've finally managed to block off this pesky car in the last track the 1st place.

Shame, it can't be driven by player, because it's OP

I used Lightshot to take a screenshot, because in full-screen my computer show the black screen instead, then I didn't use the graphic sharpeners.
