It probably uses rear light from the first gen. Citroen C1. Many of producers of these micro-cars do that. Ligier for example used rear lights from Opel Corsa B afaik.

These might reach that speed without the speed limiter which is available on all of these from factory. The police can fine you if you drive one of these with the speed limiter removed.

And no, it's legally forbidden to drive these on the highways, at least in Europe.

Dangerous or not, that's illegal. It can't be driven on the highways because this is not a car, this is legally considered a moped on 4 wheels, as it's made for underaged teenagers who don't have the age to get a real car. It can't go more than 45 KMHs and has only 5 PS.
