Last time I checked you could unlock it via Gameshark, but isn't unlockable/winnable/buyable under normal circumstances in any version of the game, so it should be returned to Unplayable status.

It was probably due to the fact they'd have to make another set of physics that's only going to be used on one car. They already had the Daimlers' fan on the bottom, the SLR's brake-activated rear wing and the Prius' electric power so Polyphony probably said "Fuck it" and didn't put the car in.
