Here I go again
The stock Rattler exist in the game itself. It also have modifications that the Chrome Rattler doesn't have (Chrome Rattler is customizable with the glitch) like bumpers and such.

Downtown chop shop (search the orange icon with car on it) in Loren Square, or easily follow Matt Miller side quest. The regular one is very rare according to wikia.
