Yep, it definitely is a European-style license plate. Some NFS games based in the USA have vehicles with European designed license plates for some reason.

The developers wanted to try a new design/style to the animation in this game, where it’s technically based of a little pinch of anime. The designs and animations can be toggled on or off in the settings.
