This was a leftover from a Holiday 2002 demo that released as part of Issue 14 in the US Official Xbox Magazine (OXM).

It was drivable alongside the already playable Charger R/T and Mustang GT390, though those two cars both had unique liveries only seen in those demos. The demo also contained a special Christmas themed version of Reverse Green Castle Pass.

Considering its still in the files, its possible that the car was slated to properly be available in Online, but ultimately never happened.

Made for Game most likely. I've never heard of a fan car with active aero that looks like the Koenigsegg CC Concept mixed with the Mercedes C112.
