I have seen a couple decommissioned Caprice PPVs used by civilians, but it's pretty rare. ATS makes it look like they're all over the place.

Kinda out of place; these were never sold in the US for civilian use to my knowledge.

According to the devs, they made this model for the game so it could specifically be used for the Washington State Police's cars.
