I don't think 928 was replaced by 968, they aren't the same series of cars, used different engines.Also 968 was new to Forza, but 928 can be retrieved from FH3

Why do you have doubts, you just proven opposite of the point you are doubting about.
Plus 2014 Stingray was top of the line because neither Z06 nor Zl1 were available. I bet only the ZL1 is going to stay in next Forza Horizon

older models of many cars were discarded, especially US cars (Ford mustangs and camaros especially) Mercedes C coupé and E, Minis, GT3, JGTC, DTM, V8 cars etc
