No, that's two years ahead. And it's supposed to be a Japanese sports car like the Toyota MR2 (much like the one Silnev posted below).

It does, but it's basically unlockable because this game is a broken mess

Personally, I think that the unlockable tag should only be used for "reward" vehicles, i.e. cars that only spawn after a certain mission/goal is completed. The vehicle gets "unlocked" and the player is free to drive it after that point. Cars that only appear in certain circumstances like this one, or mission-specific vehicles like the RC Baron or SWAT that don't respawn after they appear, shouldn't count in my book.

You know, looking at this, I don't think it's meant to be a 3000GT. I do think it's meant to be a MR2. Or rather one that has a Veilside body kit equipped.

Also in looking at old custom SW20s, I found pics of some with Supra style tail lights like the Super GT has, possibly explaining why they went with that look for the rear.

Phoenix is obtainable only in the San Fierro Hills race or if you manage to kill Big Poppa during a Home in the Hills without destroying his vehicle. It certainly isn't an unlockable vehicle.

It looks like someone at R* really liked Oldsmobiles from that era.

Early design are not valid to define which car is, but the final design is. Like i explained, the tailights and front grille are more near to the Buick Skylark than a Oldsmobile, both vehicles on real life uses the same Chevrolet plataform.

They are not necessarily mistakes. In the United States, cars use model years (which is not the actual production year), and usually they go on sale during the previous year. Random example: 1968 Pontiac GTO in a 1967 movie: imcdb.org/vehicle_1780466-Pontiac-GTO-24237-1968.html

So the Mesa and the Stretch could exist during the events of GTA Vice City. On the the hand, in Vice City Stories they are indeed anachronistic.

If it looked more like the 60s version than yes but it's clearly inspired by the 2002 concept car. Just because a game is set in a certain time period doesn't mean that every car the developers include will be 100% accurate to that time period. You can find many examples of such on the site.
