You are right, the rear part of the car is based on the Corolla (E100):

As far as I know, the only difference between a '82 and a '83 Malibu is that they have different badges, which aren't visible on the picture - so I think it's better to list it as a 1982 Malibu instead.

I have just finished this game, I'll add some missing vehicles and better screenshots.

Also, the game has a lot of unlockable concept arts - I made an album of those ones, in which vehicles are visible.

The shape of the wheel arches are quite similar, but apart from that, I'd still say it's mostly based on a Malibu:

And yes, Albany is Cadillac in the GTA world, but a lot of vehicles in GTA 4 have wrong manufacturers:
The Huntley (Range Rover), the Speedo (Chevy Express), the Bobcat (Chevy C-10) are all manufactured by Vapid (Ford), the Feroci (Lexus GS) is made by Bravado (Dodge), the Ingot (Nissan Stagea) is Vulcar(Volvo), etc.

The way I see it, it looks like a 1982 Chevrolet Malibu with a different C-pillar, and with the taillights of a 1982 Pontiac Bonneville:

I have this game for more than a decade, but I have just discovered an interesting detail about this car -
it's based on the custom built 1999 Plymouth Prowler, that was auctioned to promote KISS's Psycho Circus tour.
It was the 300th Prowler built and it was customized by TGF Metalcrafters Inc.

Sure, the car in the game looks slightly different, but it has the unique hood louvers, which aren't present on other Prowlers.

Also, there's an easter egg text written on the inner side of the wheels, that says "Third Law (the game devs) kicks ass!!!"
