With the means you can within the game. However under special circumstances you may use images from other sources. Try to avoid using images from wikis though. I think he means if a car is only available in a specific region of the game's release. In that case usually that kind of information is listed under the download tab of a car's entry. For example www.igcd.net/vehicle.php?id=9199 this Ford Falcon was only available in the australian release of High Stake.
