The Weimaraner is not based on a G Class, it's a Peugeot P4, The startup sound for the Weimaraner in the Game Files is called "jc3_veh_peugeot_p4_start", Confirming it's not intended to be based on a G Class.

Wished it appeared as a civilian car more often. The devs of Just Cause are expert in wasting car models for just especial occasions/faction vehicles. Just look at Just Cause 2 list as well.

Yup, seems based on a Mercedes G-class, the front looks like Land Rover Defender. The design somewhat makes me think of some UAZ 4x4... It's like a UAZ 4x4 with G-class skin.
