This car can be obtained in two ways (NTSC-J version only): 25% chance upon winning the Professional All Japan GT Championship or 25% chance upon winning the Mistral 78 Laps Endurance.

It is obtainable on the North American version of the game. BUT, you need to use a cheat device to obtain it. (For Example: Gameshark, Action Replay, Codebreaker, etc.)

Yes it is actually. You can get it on North American version of GT3 with a Gameshark

What you see here is the first and so far only Lamborghini to appear in Gran Turismo. Except it's not strictly a Lamborghini - instead Polyphony approached the Japanese Lamborghini Owners Club (JLOC) who provided this racing Nomad Diablo, only for it to be subsequently dropped after the Japanese version of the game was released.
