I Understand That The M3 GTR In The GBA Port Seem Costs Free (0$).

But It Appears That In Orer To Get This Car For Free, You Have To Beat The Whole Game Carrer (100%) Which Means Beating The Final Boss Named 'Razor' To Unlock The M3 GTR For Free (0$).
