Seriously, there are actual laws that say so. What you can't see here is it only has one rear wheel: www.carbodydesign.com/archive/2008/10/21-mazda-kaan/ And yeah, it's another one of those cars that will be possible if we just get around to inventing the completely imaginary technology that makes it even slightly workable.
