From the sounds of it it is essentially impossible to tell from outside, due to rebuilds by the railroads. However, F3's always had the larger number panels seen on this model, so it may be best practice to call this an 1945 EMD F3

Personaly I think its an EMD F2, but It could be another F-Series locomotive.
