I found it. I finally fucking found it. It's Freightliner FLC 112 with single headlights (i still don't know what it means) like this one: pics.imcdb.org/8212/3667227913_6065174654_b.jpg
I will explain everything later. Just change it to FLC 112 and everything should be correct now, finally.

Please dont swear

That's the older bodystyle, from the 80s. Fits perfectly well in 80s to 90s setting.

The newer ones (since early 90s) look like this:

So it must be something older than FL-Series. But I can't figure out what it is.

So this is Freightliner. Most likely a 1995 FL Series but i'm not sure about the exact model.

Well it looks like we found other GTA universe paradox.

Just another one... Like Stratum and Bullet GT in GTA:SA. This Freightliner is not anachronistic for GTA III (It fits perfectly) but Rockstar was probably too lazy to make another type of Enforcer for GTA:VC, VCS and SA so they reused this model with different textures and a few minor changes. Enforcer in GTA:SA got something from Ford but it's still a Freightliner in my opinion.

Hey, I have some bad news for you. This truck was actually based on a Freightliner used by NYPD Emergency Response Units in 90's.

Agreed, I feel like this Freightliner is smaller than L-series, which is way too big for this type of vehicle.
EDIT: hmm, Vice City, Vice City Stories and Sam Andreas plot is set before 1995. Are you sure that 1995 year is the earliest?

Hey, I have some bad news for you. This truck was actually based on a Freightliner used by NYPD Emergency Response Units in 90's. Here is a photo of a real life "Enforcer": farm4.static.flickr.com/3443/3380444007_b6ace7289f.jpg
So this is Freightliner. Most likely a 1995 FL Series but i'm not sure about the exact model. Same with other Enforcers in the GTA series in 3D era.
