Where the did that come from? In nowhere the game states that USSR was in any war prior to 2077. And Fallout 1 even explains that the relations between US and USSR were much warmer than during the cold war, albeit both still presented each other as ideological enemies. One of the Fallout 1 pre-made protagonists is literally the granddaughter of the Soviet ambassador in Los Angeles as of 2077.
