Where can you find this? I have looked all over the game for it, but can never seem to find it.

They're easist to find in multiplayer but in game:
-On Happiness Island, towards the south end of the island.
-On Quartz Street, Middle Park.
-Often spawns around Alderney City and Normandy, Alderney.
