Russian Wikipedia suggests they were built "at factories in Leningrad and Sosnovka (Kirov region)" I've also found a resource suggesting that they were designed at Ship Plant No.5 in Leningrad and built there and Kirov. This has lead me to the Tadviser write up of the Sosnovsky Shipyard which mentions that the TK-D3 Torpedo boats were built there, albeit sourceless.
