Despite the simplistic nature of cars in this game, there is an almost unanimous agreement on the VW Jetta for this car in both Midtown Madness games, which would be a good identification given the features it has.

As sajmon14 stated, this car is listed as "va_eurovan_f" in the game's code, clearly referring to the VW Eurovan (the Transporter T4 in Europe). Given the simplistic nature of the traffic cars in this game, it would be an accurate identification.

The reason that it does not look like one is that the front texture is changed, the windows at the lower deck is actually copied from the upper deck and flipped, the omission of the rear lower deck window and the rear lights are changed also.
