From what I've heard, this limit is because when you drived at very high speeds in previous games, the objects weren't loading on lower-end computers and you could crash into invisible walls (IMHO it's still a dumb excuse). Anyway - that's the reason why the car top speeds are messed up. To check the real top speed you have to go to the 1st person and read the speedometer or wait for the highest speed challange in GTA Online. For example, T20 has top speed around 200kph, Pigalle has ~210 kph and Zentorno has ~220kph.

R* didn't even put turn indicators or reverse lights on the Nightshade. Some of the cars don't even have badging, turn indicators, or just recycle the same interior over and over again. Other cars are out of proportion and look like something a five year old scribbled onto paper. (Cheetah, Exemplar, Huntley S, Zentorno, etc). Look at the cars from GTA IV, even with 2005/6 hardware the standard of quality of the cars is much higher. R* is just a shadow of its former self.

Everytime a new DLC comes out, I'm not surprised at all if the content won't be available for SP, if I wanted to try it so much, but not spend any money, I don't bitch or complain, I just use a trainer. Seriously, I thought people have gotten this in their heads once they stopped touching SP, yet it seems like Rockstar has literally just started doing this. Whoever designed IV's cars did a good job since they actually look pretty realistic.
