I don't see how your evidence is relevant since this is the JDM model, not the UK model. Anyway, you are right, it's indeed a 2004. The regular Civic was facelifted in 2003, but the Type R only in january 2004 (according to the Japanese wikipedia).

TXR3 used licensed cars, as did ITC. Only the early games used the chassis code workaround.

The fact the car is named 'Tofu Maniac', the car is an AE85, And it is a Levin, It makes me think of Iggy's car from Initial D. There is also a parody of the signature AE86 in the game too.
