What did you do after? In Underground 2, more engine sound files were added, ranging from the sound of an inline 4-cylinder Peugeot 206 (different sound files) to that of a V8 engine from a Pontiac GTO.
But the case of L.A. Rush is very controversial. Yes it's true. They use 4 engine sound files spread across some cars. They lacked originality to add more sounds, starting with the sound of a V10 from the Dodge Viper. And not only that. I think the engine sound files in the PS2 version were the same as those in the Xbox and Windows version, only slightly modified.

They did this because of game limitations during that time. In the mid-2000s the technology for advanced, individual car sound files was limited, meaning they had to copy-and-paste generic sound files. Sure it may be different now (look at Horizon 5 for a clear example), but that was how it was back then.

As for this game's sound quality, it's pretty much hit or miss. The voice acting, the sound effects for the game and physics, and the cop's dialogue lines are quite annoying. The game's soundtrack is not particularly impressive (nor anything special) given the large amount of APM tracks spread across three genres of music, alongside a handful of has-been rappers of the time.

True, but the regular F-150 single cab truck and the S-Type (both of which are listed in the game) are not in the PS2 version, which is an inferior port compared to the Xbox version.

The reasoning about 'specific cars only get to spawn' is not actually relevant since pretty much any car can spawn, even exotic cars. Lots of devs back then do this because of limitations, which isn't right.

Actually this scheme happens with old open-world titles like this. MCII had certain traffic that only appeared in career races.

For this they had to make do with a fatter model and it looks weird in most angles. This model is somehow even in the much more inferior PS2 version, which had a lot of cut traffic models because that version could not support them.

Found only in scripted race traffic and it comes either maroon (shown) and beige/cream colors. They're used as a ramp in those races.

Also, I'm unable to get a rear shot, because 1) Emulation is painful without a powerful PC, and 2) The PC version is restricted to Europe, and 3) The game will never be appreciated again, because it's buried for good.
