Exactly, I haven't found any information regarding fact that Tokyu made anything else than rail cars. That's why I'm asking.

There was a company called Tokyu Car Corp., but later changed to Japan Transport Engineer Co. (see here: en.wikipedia.org/wiki/Japan_Transport_Engineering_Company).
Unfortunately, they only produced heavy rail cars, and I think they never produced street sweeper before.
