I remember seeing some videos of Need for Speed Most Wanted (2005) and Burnout Paradise with mods to drive traffic cars, but why not have cheat codes for that? Even if less detailed, the models are there! They are just going to waste. I guess the traffic is getting harder to be coded as a fun thing in racing games.
