STRAIGHT FLUSH is the NATO codename for this:

It's the same GM chassis family as the ZSU-23-4, I think STRAIGHT FLUSH (Russian GRAU designation is 1S91) is made by Ulyanovsk Mechanical Plant.

It looks like it is based on the M113.
