The cab is clearly a GAZ-14, and the rear, while not a perfect match, is pretty close.

The nose, though, is definitely a 3102.

So, it's a GAZ-14 Chaika with the nose of a GAZ-3102.

Where you see something from GAZ-14? Front from GAZ-3102 Volga but volga is shorter.
