The headlights remind me of the current gen Mitsubishi Lancer, which is weird since this game came out two year before it.

See this is where we need an Obtaiable Star. This car is drivable only once. So it would make more sense if it was a car that didnt have one. And the Buyable IS300 would have one.

So there was a Cavalier meant to be in the game? Is there any proof for that?

That's not what he said. Considering the engine sound is called chv_cav there's a big chance they used a Cavalier to record the sounds, but it doesn't mean it was planned to be in the game.

The "chv_cav_a" engine soundbanks lead to files like this:
