Probably Volition named it by this reason:

The car is recycled from Saints Row 2, so that reason might be possible to answer it.

According to Saints Row Wiki, it doesn't refer to any anyone named Churchill. But, what the hell do they know? Both Churchill and Lincoln, on which the car is based on, are well-known statesmen during their tenure of leader of their country.
