It's been speculated for years that this car was meant to be a dlc vehicle. Alas the decision to have zero dlc destroyed those hopes.

It also shows up in white without the spotlights.

This may or not be playable. It is seen as re-inforcements for both Dollface (pictured) or Sweet Tooth (white limo).
EDIT: All Limos belong to Dollface, her thugs drive white limos, and the faction leader drives the red limo. Does not seem to be playable.
