Unlocked after finding 10 wrecks in Ibiza area 2. The horn makes an "awooga" noise, which varies in pitch each time it's used. Interestingly, the rev counter (both on the HUD and in cockpit mode) goes 1, 2, 3, 4, 6, 5, 6, 7.
