That is a German plate, but it´s fake. After "MLO" would come two more letters and then the FOUR-digit number. The small circle on the top next to the number is a sticker which has the coat of arms and the full name of the city on it. Below that is the date when the car needs it´s next TÜV-appointment. (Smog check in English)
