That's the main meaning yes, and it can, in the right way, be used here, since it also means response, as in response to a fire for example, a better name would be "Respuesta Rápida", meaning "Quick Response". It's still not any official name of any police force or group in Spain, but at least sounds better...or just "Interceptación" or "Intercepción", which is even more simple. |
