Being an asshole aside, this is the same mesh/model as the THPS4 Firebird, just modified a bit.

I guess you could say that other than the skateboard, this was the most versatile thing on wheels in this game, being playable and being an available obstacle in the Create-A-Park mode, right? Great for filling gaps between ramps.
