The city doesn't look like Amsterdam at all, instead it resembles Los Angeles a bit, especially the Santa Monica area.

Is this game actually available to play on browsers?

Yes, that's what it means. But probably it's no more available on sites since it came from 2005 and the sites hosting the game could have dissappeared
