It's a 3rd generation (1999+) Honda Acty, and it's in the livery of Yamato Transport, a Japanese logistics/courier company (though the logo was altered to feature a silhouette of a sitting black cat, or kuroneko, whereas the Yamato logo shows a mother black cat carrying a kitten).
