@AutoTracker Because licensing fees are expensive and it's pointless to obtain them for traffic cars?
Hard to tell... the black fenders matched with the red paintjob definitely scream Devon GTX, but overall it reminds me more of this Jaguar concept: www.carscoops.com/2015/06/does-this-design-study-work-as-new.html The large oval grill would make it either a Jag or a Maserati. The upcoming Maserati Alfieri is also a pretty good match for this one: blog.caranddriver.com/andiamo-maserati-new-alfieri-sports-car-is-likely-delayed/
Just like the cop car, this is a Chrysler M-Body (Dodge Diplomat, Plymouth Gran Fury or Chrysler New Yorker) and NOT a LTD.
Ditto. Definitely a Chrysler M-Body and NOT a LTD. A LTD would have turn signals that wrap around the front fenders, and a more slanted rear window. Besides, the NYPD fleet was pretty much just Chryslers through the 1980s (where the game takes place) - Plymouth Volares in the early 80s, and Plymouth Gran Furys/Dodge Diplomats from the mid to late decade. They didn't get Fords until the mid-90s Crown Vics (and even then, they relied much more on the Chevy Caprice). This could either be a Dodge Diplomat or Plymouth Gran Fury - can't really tell them apart from that angle and with that resolution. -- Last edit: 2017-04-08 05:23:56

It does have hints of a Mitsubishi Pajero as well, but ultimately it's more a Rav-4.
