This weird looking machine is called a RoadHeader, and is used to bore tunnels. The one based on the game looks like a generic road header, and does not appear to be a specific make. This machine can only be found in the Porter tunnel that is under construction in the mission "Bringing Down The House" Given to you by 8-ball and Donald Love.
