Actually it can. You have to ditch the transport before talking to the guard, and you can drive with it anywhere inside the prison property. The only problem is to get it out, as soon as you enter the prison, the gates are closed. Also, as you've finished talking to the guard, it simply disappears right in the sky. So this is a really troublesome vehicle. No one even know its in-game-name, too...

You have to agree with me that these cars are quite similiar to each other. As I mentioned before, the Montero has fixed plastic mirrors, of which this one hasn't. The D-pillar perfectly resembles the one of a Land Cruiser, and all of the front as well. The sides of it looks like a Montero, with those straight lines.
