Considering that this shares the same "manufacturer" as the BMW based cars, it's more likely that this is based on a VW or a Audi

Vanhool A500, a blue one appears in SimCity 4. I noticed that a few of the vehicles in this shot are 3D versions of the in-game vehicles (the yellow car, small blue truck and the bus in the background) - if they appear anywhere else during the CGI cut scene, it may be helpful for identifying them...

The front looks like an Audi or a VW (specifically a VW Phaeton) - obviously an unconventional base model for a US limo, but this is just a game, so it's possible. I'm sure this is based on the same vehicle that the police use.

The only real-life vehicle that looks remotely like this is the Oshkosh Striker. I was actually kinda dissappointed that this didn't reappear in Saint's Row 2, especially given the fact that the airport is much more realistic.

This probably isn't actually the best image to represent it, as this one is heavily customised. It seems to be a mix fo older and newer Range Rover models, it also bears the same 'manufacturer' logo as the Halberd (Mini) and the Baron (Rolls-Royce) - that company seems to make "British" cars, so it probably is a Range Rover.

When it appears as a hardtop, it looks reminiscent of a 2006 Honda Civic coupe - that's the problem with Saint's Row, there's so much variation for each car model that it's never easy to tell whether its supposed to be a covertable or a hardtop

Just to clarify, this is definately a Mini, the 'manufacturer' logo is the English flag, and it sometimes appears with a white roof (which sometimes has a decal on it). The foglight customisation options also make the mini inspiration obvious.

Yes, I've changed my mind about this car, based on its 'manufacturer' it probably is, either, a Pontiac Grand Prix or a Saturn SL1 - I'd lean more towards Saturn SL1

I think you're right, it just has more angular proportions, and by the way, alot of the vehicles in this game tend to look only slightly like their real-life counterparts - so it's not really surprising that the spare wheel is in the wrong place
