In this game it's more like a novelty car, as it's clearly not a sea vehicle in this case. The "plane" in Colin McRae Rally 3 is another example of this.

It's utterly useless in the game too. Honestly, the novelty vehicles are too slow to be of any use.

I was thinking the same, since PL you could only be in one city. Hopefully the size of San Francisco will make up for it. It's a bit like when they redid Miami for Driv3r, so it's nice to relive this setting after so long.
