The game's files consider it as a Fordson-Putilovets, the Russian built under license version of the Fordson Model F. But I can't find pictures of this with rubber tires unlike the Model F, so I'm keeping it as a Fordson.

We can read "Jones" at the rear of the vehicle. Apparently it was a British crane manufacturer with similar design than this (ex: www.trucks-cranes.nl/hijskranen/jones/kl/66/joneskl66_02.jpg ), so it's definitively the make.
