I have the theory that this car was initially meant for La Havana (since Cuban police forces drove USSR cars at that time), but somehow during development they just put that car in Rio and made a new model (or reused the Dodge model?) for La Havana police.

It has some kind of weird logo you can put on the front, but as soon you place it, it opens some kind of front trunk for the spare wheel and you can't see it clearly afterwards.
There's like one sprite of the van with the logo and the trunk unopened, but it's rather short and there's one window to close before reaching it, so I'm gonna call it impossible unless there's a way to reach the screen outside of the story.

turns out you can rewind the video in the game and rewatch the first scene without the battery low logo.

It's because you only see that camper van's front (well, more like side) in cutscenes, there's actually two cutscenes when it's possible:
-at the begining when a giant crow tear down its roof and you get thrown outside, the camper van gets thrown down as well and you can briefly see it on the side, though it last for like one frame and a half and I didn't managed to take a decent screenshot at this moment
-a bit later, when you see the aftermath of that scene through a small camera, but it runs out of batteries halfway through reviewing the video hence the big logo in front of the pic, you have to find new batteries to watch the rest of the video in the game and, well when you finally find these it directly continues inside the camper van so that's it.
